Puerto Rico is an unincorporated territory of the United States in the Caribbean Sea.
Puerto Rico was invaded by the United States in the Spanish-American War, after Spain was forced to cede Puerto Rico to the victorious Americans under the Treaty of Paris (1898).
Puerto Ricans have been American citizens since 1917, and as such are free to live anywhere in the United States; similarly, all Americans have the right to migrate to Puerto Rico.

On March 2, 1999, GTE Holdings (Puerto Rico) LLC, a wholly owned subsidiary of GTE International Telecommunications, Incorporated, which is an affiliate of GTE Telephone Operating and GTE System Telephone Companies (GTE Corporation), acquired a controlling interest in Puerto Rico Telephone Company (approximately 40 percent).
In a petition to the Commission, Telecommunications of Puerto Rico, Inc. is seeking to remain subject to rate-of-return regulation or to further extend the required time for its conversion to price cap regulations beyond July 1, 2001.
