Commutation of sentence involves the reduction of legal penalties, especially of terms of imprisonment. Commutation is normally linked to prisoners' good behaviour. In the United States, reduction of sentence is handled by an executive head of government; In federal cases this is the U.S. Department of Justice, although the President of the United States also holds the power to commute sentences. State sentences are usually handled by the governor's office. Unlike a pardon a commutation does not nullify the conviction and is often conditional. One example of a commutation occured on on July 2, 2007 when President George W. Bush commuted the sentence of former White House aide I. Lewis "Scooter" Libby. Libby was facing 30 months in prison for his March 2007 conviction on federal charges of perjury, obstruction of justice and lying to investigators. Bush, who had been under tremendous pressure by Libby associates to pardon the former chief of staff, commented that by commuting Libby's sentence he is still leaving "harsh" punishment in place (a criminal conviction).
