The President of the All India Congress Committee , and therefore of the Congress Party as a whole, is known as the Congress President . Traditionally, the post rotated between prominent members of the party, successive terms for the same person being frowned upon. During Nehru 's premiership , he held the Presidency of Congress rarely, though he was always head of the Legislative Party. During Indira Gandhi 's premiership, she monopolised the position of Congress President after the first Congress split of 1969; her son Rajiv Gandhi continued that tendency. Since Congress could not amend the final legislation, a practice developed over the years whereby informal committee markup sessions were held on the draft implementing bills to indicate to the President key areas of Congressional concern regarding the specific trade legislation. Congress sometimes initiates a foreign policy by using legislation to establish a new program, set objectives and guidelines, authorize and direct the executive branch to undertake specified activities, and by earmarking appropriations to be used in a specified way.
