U.S. Congressional districts for representation in the House are determined after each census. As of the 2000 census, each district has about 640,000 people. States with relatively small populations have only a single district; at present, these states are Alaska, Delaware, North Dakota, South Dakota, Montana, Vermont, and Wyoming. Since the boundaries of districts shift with each redistricting, over the years the region and demographics represented in a single numbered district can change substantially.
