Cuba has had several constitutions. In 1940, the Batistas adopted a constitution which created a democracy, land reform, public education, minimum wage and several other progressive ideas. Unfortunately, there was no way to implement it, the Batista government became corrupt, and in 1952 it was suspended. Four years later, a communist government was in power. Almost two decades after Fidel Castro took control of Cuba, the government created a new constitution in 1976. This constitution creates several social programs and provides for citizen initiative, but in practice, the latter has been difficult to carry out.
