Under the Constitution and the law, a jury is established in criminal cases for violent crimes and political offenses.
The right to own real property shall be accorded also to aliens residing in Haiti and to foreign companies for the needs of their agricultural, commercial, industrial, religious, humanitian or educational enterprises, within the limits and under the conditions prescribed by law.
Beside the duties conferred upon it by the Constitution as a branch of the Legislature, the House of Deputies has the duty of arraigning the Chief of State, the Prime Minister, the Ministers and the Secretaries of State before the High Court of Justice, by a majority of two-thirds (2/3) of this members.

Pursuant to the Duvalierist Constitution the President was constitutionally empowered to dissolve the legislature in cases of conflict between the Executive and the Legislative branches.
In addition, the 1987 Constitution establishes that members of the Armed forces and the Police are subject to "civil and penal liability in the manner and under the conditions stipulated by the Constitution and by law".
It should be noted that the 1987 Constitution deprived the military of control over elections and subordinated the military to civilian rule, as is the case in all democratic constitutions in the world.
