This required descending southwest towards runway 22L, followed by a final low altitude circling maneuver to land on runway 29 to the west. The aircraft landed westbound on taxiway Z, at 1831 EDT; sunset was at approximately 1800 EDT. An FAA inspector reported the touchdown spot was near the intersection of taxiway R. The inspector also noted that all lighting systems associated with runway 29 and taxiway Z were operating normally at the time.
