Not only must Core Video finish processing each frame of video before the next frame needs to be displayed, it must get the frame in a timely manner in the first place to even have a fighting chance.
Core Graphics, Core Image, and Core Video are all built on OpenGL, which in turn interfaces with the video hardware.
