The PARC report argued that Appalachian development could not proceed until its regional isolation was overcome by its "penetration by an adequate transportation network." (2) Congress responded to the report by passing the Appalachian Regional Commission Act of 1965 (ARCA) (P.L.89-4).
The ADHP is administered by the ARC (12).
By statute, the ARC transmits to the U.S. Secretary of Transportation its designations of general corridor locations and termini of development highways, local access roads to be constructed, and priorities for the construction of segments of the development highways.

The ARDA and subsequent amendments established the 26 corridors on the ADHS of which 3025 miles were made eligible for improvement with Federal funds under the administration and management of the Appalachian Regional Commission (ARC).
The obligation authority set aside for the Appalachian Highway program under Section 1102(c)(4) is available until used and may only be used for the obligation of ADHS funds authorized in TEA-21 for use on the ADHS and access road projects.
The mileage which, in effect, has been shifted from corridor O at the location north of the State line is identified as the 23.7 mile unbuilt segment shown in the 1997 Estimate of the Cost to Complete from Section 01.0 to Section 07.0.
