Cue cards are placards with words written on them that help actors and speakers remember their lines. They are typically used in television broadcasts where they can be held-off camera, unseen to audience. Cue cards have largely fallen out of favor with most modern broadcasters in favor of the teleprompter. For example, if you wanted to learn whether cue cards improved students' knowledge of mathematics, two otherwise similar groups of students would be tested, one using cue cards and the other not, both before and after the intervention; the difference in learning outcome, if any, could reliably be attributed to the cue cards.
Cue cards will (say) be more effective for students with high literacy levels, and less effective for students with low literacy levels.
Cue cards require literacy in order to be effective; nobody supposes that cue cards will work if students cannot read them.
