Calling for annual meetings among the heads of state to assess the progress of their economic integration, the Cuzco Declaration gave birth to the South American Community of Nations (SACN) and projected that South American nations will have unified economically and opened free trade among themselves by 2019.
Meeting in Cochabmba, Bolivia on December 8, 2006, the leaders of the SACN commemorated the two year anniversary of the Cuzco Declaration and released the Cochabamba Declaration, which reaffirmed their mission to unify South America and identified impediments to their progress.
The Cochabamba Declaration is best read as an explicit response to economic and political globalization caused by neo-liberal trade agreements and, implicitly, to United States hegemony in South America.
