| Meeting in Cochabmba, Bolivia on December 8, 2006, the leaders of the SACN commemorated the two year anniversary of the Cuzco Declaration and released the Cochabamba Declaration, which reaffirmed their mission to unify South America and identified impediments to their progress. |
| The Cochabamba Declaration is best read as an explicit response to economic and political globalization caused by neo-liberal trade agreements and, implicitly, to United States hegemony in South America. |
