ettled%20in%20the%20city.%20Lithuanians%20have%20a%20tale%20about%20founding%20of%20Vilnius%3A%20according%20to%20the%20story%2C%20Vilnius%20%20%20per%20se%20was%20founded%20after%20%20%20Gediminas%2C%20Duke%20of%20Lithuania%20had%20a%20prophetic%20dream%20about%20an%20%20%20iron%20%20%20wolf%20howling%20on%20a%20top%20of%20the%20hill.%20When%20he%20asked%20a%20%20%20priest%20krivis%20Lizdeika%20for%20an%20explanation%2C%20he%20was%20told%20that%20he%20must%20build%20a%20%20%20castle%20on%20the%20top%20of%20that%20hill%2C%20which%20was%20strategically%20surrounded%20by%20three%20%20%20rivers%26%238212%3BVilnel%26%23279%3B%2C%20Vilija%20(also%20known%20as%20Wilia%20or%20%20%20Neris)%20and%20Vingria%20(now%20underground)%26%238212%3Band%20a%20grand%20city%20around%20that%20hill%2C%20so%20that%20%5Cthe%20iron-wolf-like%20sound%20about%20this%20great%20city%20would%20spread%20around%20the%20world%5C.%20So%20Gediminas%20somehow%20turned%20%20%20pagan%20Lithuania%20back%20to%20Mindaugas%20pro-Western%20and%20%20%20Christian%20%20%20Europe%20establishing%20a%20%20%20capital%20in%20the%20former%20capital%20place%20though%20forging%20the%20original%20name%20to%20Vilnius.%20%20%20%20Polish-Lithuanian%20Commonwealth%20Between%20%20%201503%20and%20%20%201522%20the%20city%20was%20surrounded%20with%20%20%20walls%20that%20had%20nine%20%20%20gates%20and%20three%20towers.%20Vilnius%20reached%20the%20peak%20of%20its%20development%20under%20the%20reign%20of%20%20%20Sigismund%20II%20of%20Poland%20(Lithuanian%3A%20%26%23381%3Bygimantas%20Senasis%2C%20Polish%3A%20Zygmunt%20II%20August)%2C%20who%20moved%20his%20court%20there%20in%20%20%201544.%20In%20the%20following%20centuries%2C%20Vilnius%20became%20a%20constantly%20growing%20and%20developing%20city.%20This%20growth%20was%20due%20in%20part%20to%20the%20establishment%20of%20%20%20Vilnius%20University%20by%20%20%20Stephan%20I%20of%20Poland%20(Lithuanian%3A%20Steponas%20Batoras%2C%20Polish%3A%20Stefan%20Batory)%20in%20%20%201579.%20The%20university%20soon%20developed%20into%20one%20of%20the%20most%20important%20scientific%20and%20cultural%20centres%20of%20the%20region%20and%20the%20most%20notable%20scientific%20centre%20of%20the%20%20%20Grand%20Duchy%20of%20Lithuania.%20Of%20course%2C%20political%2C%20economic%20and%20social%20life%20was%20also%20in%20full%20swing%20there.%20This%20is%20proved%20by%20statutes%20issued%20in%20the%20%20%2016th%20century%2C%20the%20last%20of%20which%20was%20still%20in%20force%20until%20the%20%20%2019th%20century.%20In%20%20%201769%20the%20%20%20Rossa%20%20%20cemetery%20was%20founded%3B%20today%20it%20is%20one%20of%20the%20oldest%20surviving%20cemeteries%20in%20the%20world.%20Rapidly%20developing%2C%20the%20city%20was%20open%20to%20%20%20migrants%20from%20both%20East%20and%20West.%20Communities%20of%20%20%20Poles%2C%20%20%20Lithuanians%2C%20%20%20Belarusians%2C%20%20%20Jews%2C%20%20%20Russians%2C%20%20%20Germans%2C%20%20%20Karaims%2C%20%20%20Ruthenians%20and%20others%20established%20themselves%20in%20the%20city.%20Each%20group%20made%20its%20contribution%20to%20the%20life%20of%20the%20city%3A%20At%20that%20time%20crafts%2C%20trade%20and%20science%20were%20prospering.%20In%20%20%201655%20Wilno%20was%20captured%20by%20%20%20Russian%20forces%2C%20pillaged%20and%20burned%2C%20and%20the%20population%20was%20massacred.%20City%5Cs%20growth%20lost%20its%20momentum%20for%20many%20years%2C%20yet%20the%20number%20of%20inhabitants%20quickly%20recovered%20and%20by%20the%20beginning%20of%20the%20%20%2019th%20century%20the%20city%20was%20the%20third%20largest%20city%20in%20%20%20Eastern%20Europe.%20After%20the%20%20%20Third%20Partition%20of%20Poland%20in%20%20%201795%2C%20Wilno%20was%20annexed%20by%20%20%20Russia%20and%20became%20the%20capital%20of%20a%20gubernya.%20Russian%20occupation%20policy%20required%20the%20destruction%20of%20the%20city%20walls%20and%20after%20the%20%20%201799-%20%201805%20period%2C%20only%20the%20Dawn%20Gate%20(Au%26%23353%3Bros%20Vartai%20in%20Lithuanian%20or%20Ostra%20Brama%20in%20Polish%2C%20also%20known%20as%20Medinink%26%23371%3B%20Gate)%20remained.%20In%20%20%201812%20the%20city%20was%20seized%20by%20%20%20Napoleon%20on%20his%20push%20towards%20%20%20Moscow.%20After%20the%20failure%20of%20the%20campaign%2C%20the%20Grande%20Arm%26%23233%3Be%20retreated%20to%20the%20area%20where%20thousands%20of%20%20%20French%20soldiers%20died%20and%20were%20buried%20in%20the%20%20%20trenches%20they%20had%20built%20months%20earlier.%20After%20the%20%20%20November%20Uprising%20the%20%20%20Vilna%20University%20was%20closed%20and%20repressions%20halted%20the%20further%20development%20of%20the%20city.%20During%20the%20%20%20January%20Uprising%20in%20%20%201863%20heavy%20city%20fights%20occurred%2C%20but%20were%20brutally%20pacified%20by%20%20%20Mikhail%20Muravyov%20(nick-named%20The%20Hanger%20by%20the%20population%20because%20of%20the%20number%20of%20executions%20he%20organized).%20After%20the%20failure%20of%20the%20uprising%20all%20liberties%20were%20halted%20and%20the%20%20%20Lithuanian%2C%20%20%20Polish%2C%20and%20%20%20Belarusian%20languages%20were%20banned.%20%20The%20beginning%20of%20the%20%20%2020th%20century%20During%20the%20%20%20World%20War%20I%20Wilna%20was%20occupied%20by%20%20%20Germany%20from%20%20%201915%20until%20%20%201918.%20On%20%20%20February%2016%2C%20%20%201918%20Lithuanian%20Taryba%20proclaimed%20The%20Restoration%20of%20Independence%20of%20Lithuania%20in%20Vilnius.%20After%20withdrawal%20of%20German%20forces%20the%20city%20was%20seized%20on%20%20%20January%201%2C%20%20%201919%20by%20Polish%20self-defence%20units%20recruited%20from%20the%20local%20Polish%20population.%20The%20institutions%20of%20the%20state%20were%20established%20but%20very%20soon%20but%20on%20%20%20January%203%2C%20%20%201919%20the%20city%20was%20taken%20by%20%20%20Bolshevik%20forces%20advancing%20from%20the%20east%20and%20proclaimed%20the%20capital%20of%20the%20short-lived%20Lithuanian-Byelorussian%20Soviet%20Socialist%20Republic.%20On%20%20%20April%2019%2C%20%20%201919%20the%20city%20was%20seized%20by%20the%20%20%20Polish%20Army%20but%20on%20%20%20July%2014%20it%20was%20again%20taken%20by%20Soviet%20forces.%20Shortly%20after%20the%20defeat%20in%20the%20%20%20Battle%20of%20Warsaw%20in%20%20%201920%2C%20the%20withdrawing%20%20%20Red%20Army%20handed%20the%20city%20over%20to%20the%20newly%20reborn%20%20%20Lithuania.%20On%20%20%20July%2012%201920%20a%20peace%20treaty%20was%20signed%20between%20Lithuania%20and%20Soviet%20Russia%2C%20who%20recognized%20Vilnius%20as%20the%20capital%20of%20the%20independent%20Republic%20of%20Lithuania.%20However%2C%20on%20%20%20October%209%2C%20%20%201920%20the%20Lithuanian-Belarusian%20Division%20of%20Polish%20Army%20under%20General%20Lucjan%20%26%23379%3Beligowski%20seized%20the%20city%20after%20a%20staged%20%20%20mutiny.%20The%20city%20and%20its%20surroundings%20were%20proclaimed%20a%20separate%20state%20of%20%20%20Central%20Lithuania%20(Litwa%20Srodkowa)%20and%2C%20after%20free%20parliamentary%20elections%2C%20in%20a%20result%20of%20the%20decision%20of%20Central%20Lithuanian%20Parliament%2C%20on%20%20%20February%2020%2C%20%20%201922%20the%20whole%20area%20was%20made%20a%20part%20of%20Poland%2C%20with%20Wilno%20as%20the%20%20%20capital%20of%20the%20%20%20Wilno%20Voivodship.%20The%20%20%20League%20of%20Nations%20initially%20protested%20this%20decision%20%2C%20but%20at%20a%20later%20stage%20the%20Conference%20of%20Ambassadors%20approved%20it.%20However%2C%20Lithuanian%20authorities%20never%20accepted%20these%20elections%20and%20the%20Lithuanian%20constitution%20continued%20to%20mentioned%20Vilnius%20as%20the%20capital%20of%20the%20state.%20All%20diplomatic%20relations%20between%20Lithuania%20and%20Poland%20were%20broken.%20Lithuania%20declined%20to%20accept%20the%20Polish%20authority%20over%20the%20Eastern%20Lithuania%20and%20considered%20it%20an%20illegal%20occupation%20until%20%20%201938.%20In%20the%20meantime%2C%20for%20yet%20another%20time%20in%20its%20history%20the%20city%20enjoyed%20a%20period%20of%20fast%20development.%20The%20%20%20university%20was%20reopened%20under%20the%20name%20%20%20Stefan%20Batory%20University%20and%20the%20city%5Cs%20infrastructure%20was%20improved%20significantly.%20By%20%20%201931%20the%20city%20had%20195%2C000%20inhabitants%2C%20which%20made%20it%20the%20fifth%20largest%20city%20in%20Poland.%20However%20some%20Lithuanians%20dispute%20this%20picture%20of%20economic%20growth%20and%20point%20out%20that%20the%20standard%20of%20living%20in%20Vilnius%20at%20this%20time%20was%20considerably%20lower%20compared%20to%20other%20parts%20of%20today%5Cs%20Lithuania.%20In%20consequence%20of%20the%20secret%20protocol%20attached%20to%20the%20%20%20Molotov-Ribbentrop%20Pact%2C%20dividing%20Eastern%20Europe%20into%20a%20Soviet%20and%20a%20German%20sphere%2C%20a%20Soviet%20invasion%20of%20Eastern%20Poland%20was%20staged%20by%20the%20%20%20Red%20Army.%20The%20city%20was%20seized%20on%20%20%20September%2019%2C%20%20%201939.%20Initial%20Soviet%20plans%20were%20to%20make%20the%20city%20the%20capital%20of%20the%20%20%20Belarussian%20SSR%2C%20but%20after%20talks%20in%20%20%20Moscow%20on%20%20%20October%2010%2C%20%20%201939%20the%20city%20and%20its%20surrounding%20areas%20were%20transferred%20to%20Lithuania%20in%20exchange%20for%20Soviet%20military%20bases%20established%20in%20various%20parts%20of%20that%20country.%20The%20Lithuanian%20authorities%20entered%20Vilnius%20shortly%20afterwards%20and%20the%20capital%20of%20Lithuania%20started%20to%20be%20gradually%20transferred%20there%20from%20%20%20Kaunas.%20However%2C%20the%20process%20was%20not%20yet%20finished%20when%20in%20June%20of%20%20%201940%20Lithuania%20was%20occupied%20by%20the%20%20%20Soviet%20Union.%20Vilnius%20was%20made%20the%20capital%20of%20the%20newly%20created%20%20%20Lithuanian%20SSR.%20Approximately%2035%2C000%20-%2040%2C000%20of%20the%20city%20inhabitants%20were%20arrested%20by%20the%20%20%20NKVD%20and%20sent%20to%20%20%20Gulags%20at%20that%20time.%20In%20June%20% Commissioner Grybauskaité commented: “It was a positive year for the EU budget: execution was higher than in recent years due to better advance planning and enhanced monitoring throughout the year; we managed to focus more resources on EU competitiveness, research, growth and jobs”.
According to Commissioner Grybauskaite, the speed of EU economic growth and the improvement of its competitiveness is still not bright enough.
Commissioner Grybauskaite received the award at the ICC's annual meeting, where she spoke about the Financial Perspectives 2007-2013 and encouraged the business community to participate in deciding how EU funding for Lithuania should be spent.
While Barroso's decision to place Grybauskaite at the head of the EU's budget all but assures her of the appointment, a round of final confirmation hearings will soon be held in the European Parliament.
Grybauskaite, dubbed Lithuania's "iron lady," hardly restrained her frustration upon learning this spring that she would serve under Luxembourg's flowery Viviane Redding on the education and culture portfolio until after the European Parliament elections in June.
While speculation has held that the powers-that-be in Brussels have placed Grybauskaite at the budget's helm based on the merits of her record, some have been shocked that the high-level portfolio was handed to Lithuania, a relative newcomer to the EU and one of the union's smaller members.
