Mulhern was born in Detroit, Michigan, to Mary and Jack Mulhern and grew up in the cities of Inkster and Lathrup Village. As the oldest boy, he took care of his younger siblings. In Detroit, he attended University of Detroit Jesuit High School. While considering priesthood, he majored in and received his degree in religious studies at Yale University in 1980. After teaching theology at Tampa Jesuit High School, he moved to New Orleans and became Executive Director of a charitable community center called "THE Center". He met his wife, Jennifer Granholm, while continuing his education at Harvard Law School and they married in 1986. Mulhern took her last name as his middle name. After Harvard, Mulhern practiced law in Detroit. He worked for U.S. Representative Sander Levin, directed Wayne County's youth services, and founded the Mulhern Hastings Group in 1999.
