It is being established by a group of Chinese companies, has received preliminary approval from the Civil Aviation Administration of China and intends to operate domestic and international services[1]. The airline was established in May 2006 and is owned by Datang Gaohong Data Network Technologies (35%), Beijing Qili Logistic (21%), Beijing Leike Investment Management (12%), Shanghai Xueyn Logistic (12%), Beijing Zhongruan Guanqun (10%) and Beijing Zhongtian Qili International Cargo Service (10%)[1].
