The Decretos de Nueva Planta were a number of acts signed by Philip V of Spain shortly after the end of the War of the Spanish Succession. Taking France as a model of a centralized state, these decrees ruled that all the territories in the Crown of Aragon were to be ruled by the laws of Castile. The acts were promulgated in Valencia and Aragon in 1707, and in 1716 in Catalonia and the Balearic Islands (with the exception of Menorca, a colony of the United Kingdom at the time). These acts were the first realization of Spain as a centralized state. They also were a harsh punishment on the territories that had fought against Philip V in the War of Succession. The Aragonese and Catalan languages were completely banned from the educational, religious and legal systems. Civil servants were appointed directly from Madrid. La guerra facilita la practica del centralismo mediante los Decretos de Nueva Planta y se suprimen los fueros de Valencia, Aragón, Mallorca y Cataluña como represalia a los apoyos de estos pueblos al candidato Carlos de Austria en la Guerra de Sucesión.
Se trataba de una autentica reforma social, y para ello necesitaba lo que llamaba un cirujano de hierro que supiera cortar los males del país y conducir a la nación al progreso.
Se había de eliminar todo lo que era falso y anacrónico en su funcionamiento (caciquismo y fraude) e introducir reformas capaces de integrar en el sistema a otras fuerzas políticas como regionalistas y republicanos.
