Albano III, son of former Isabela congressman and now Energy Regulatory Commission Chair Rodolfo Albano Jr., is running for representative of the province's first district.
Albano said he was surprised to receive the letter because when he was mayor for three terms in Cabagan town and representative from 1998 to 2001, he never received a letter from the NPA demanding money from him.
Albano said the rebels were also asking for an M-203 rifle, an M-16 Armalite rifle, an M-14 Armalite rifle, a.45 cal. gun and bullets.
