Dellys is a small coastal town in northern Algeria, almost due north of Tizi-Ouzou and just east of the river Sebaou. It is notable for an Ottoman-era casbah, two colonial-era lighthouses (marking Cape Bengut), and some beaches; the principal activities of the area are fishing and farming. In Roman times, it was called Rusuccuru; in medieval times, Tedelles. Tizi Ouzou is a major kabyle town and wilaya in Algeria. ... Dellys is a small Mediterranean port in Algeria, about 60 miles east of Algiers.
Although Dellys is on the edge of the Berber-speaking area called Kabylie, for the most part its inhabitants speak Algerian Arabic.
Their reaction was to call in some Ottoman corsairs or pirates to deal with the problem: specifically, the brothers Aruj and Khair ad-Din (better known in the West as the Barbarossa brothers).

Geographically, the wilaya is largely mountainous, with a long coastline and a number of rivers, notably the Isser and Sebaou.
The three towns of Zemmouri El Bahri (Rusubbicari), Djinet (Cissi), and Dellys {Rusucurium), all of Phoenician foundation, were the wilaya's principal ancient sites, although smaller Roman towns existed inland, as at Taourga; at none do any significant classical ruins remain.
Zemmouri El Bahri (under the name of Marsa-d-Dajaj) and Dellys both attained some significance in the Islamic period, beginning with Hammadid times; the largely Ottoman-era casbah of Dellys remains an attraction.
