Alternattiva Demokratika was founded in 1989. Labour Party President Toni Abela and Labour MP Wenzu Mintoff resigned their posts within the Malta Labour Party and joined a number of environmental activists to form the new Party. Alternattiva Demokratika first stood for national elections in 1992 when it obtained 1.69% of first preferences (their best result so far) and no seats. In subsequent elections (1996, 1998, 2003) their share of the vote declined further, obtaining only 0.7% in 2003. Following the 1998 result, Abela and Mintoff quit the Party and returned to the Labour Party (Mintoff even stood unsuccessfully for the 2004 European Parliament election on a Labour Party ticket). The European Parliament is the parliamentary body of the European Union (EU), directly elected by EU citizens once every five years. ...


In 2003 the Party campained for a "Yes" vote in the referendum on membership in the European Union.


In 2004 the Party obtained a remarkable result in the European Parliament election with 9.3% of the first preference votes. This, however, was not enough to elect an MEP. The Party also holds a few local council seats.

Although Malta subsequently became a republic and replaced the office of Governor-General (representative of the Queen) with a President, it retained the Westminster model of parliamentary democracy.
The constitution mandates election of the members of the House of Representatives, Malta's unicameral parliament, "upon the principle of proportional representation by means of the single transferable vote." The maximum length of a parliamentary term is five years, but the legislature may be dissolved earlier.
It is clear, however, that under Malta's version of STV, minorities would be assured of their ability to elect candidates of their choice irrespective of the preferences of the majority as long as their members make up 17 percent of the voters in any district [Quota = votes/(5+1) +1].

Malta is a republican State with a Constitution that is founded on a pluralist democracy, the rule of law and the protection of human rights.
Alternative care for children deprived permanently or temporarily of their family environment is provided by voluntary organizations, mostly religious, with financial assistance coming partly from the State and from the Church.
Malta has a modern and advanced health system with a comprehensive and free hospital service for all and a free general practitioner and nursing service with a network of dispensaries managed from centres scattered around the country.
