In 1999, the IDU was one of eight Iraqi opposition groups that published an open letter asking United Nations Secretary-General Kofi Annan to investigate torture and execution in prisons in Iraq and the effects of UN sanctions on the Iraqi people (AP 9 Sept. 1999).
