NES version
The objective is to solve several mysteries without accusing the wrong person or shooting too many unarmed villains.
Each level started out with a case to solve, and some possible clues. You then controlled Tracy's vechile through the city (avoiding snipers and other cars) to various locations where the action shifted to a side-scrolling adventure game. If you went to the right location then you would find a clue icon that you could grab for hints on the case or you would be able to speak with a character from the comics who might give you a hint. If you collected all the clues you could then travel to where the criminal was and arrest them.
In the side-scrolling mode, Tracy could jump, duck, punch, shoot from his unlimited ammo pistol or collect more powerful weapons (with limited ammo). If you shot civilians then the game took away some of your life points, and their was no way to restore your life points. The game was fairly difficult to beat, but luckily a password feature helped out as once you died you had no extra lives or continues.
Genesis version
This version is a basic and straight action game in which Tracy must dispose of the criminals by shooting or punching them. One interesting gimmick is that Tracy must shoot criminals that appear in the background by using gatling gun before he is attacked.

In these serials DickTracy is portrayed as an FBI agent, or "G-man," based in Los Angeles, rather than as a detective in the police force of a Midwestern city resembling Chicago, and aside from himself and Junior no comics characters appear in any of the four films.
All cartoon characters, movies, etc. are made into videogames at some stage or another, so it's no surprise that this one was made into a Master System (and Mega Drive/Genesis) game in the same year.
Most of these rounds are just simple, left-to-right side-scrolling levels of shooting and punching up bad guys, but there are a few 'car chase' scenes where you hang out the side of a car and shoot at the people in the cars around you (as well as avoid their bullets).
