Reynders stands out is that a subtext of his activity is an attempt to make euro zone discussion and policy making a shared activity for all its members, not a German dominated, French assisted condominium.
Reynders, a member of the French speaking wing of the Liberal Party, that political power must have its place in the Euro Group's relations with the ECB, led the German Bundesbank to say that interference on interest or exchange rates from the euro zone's finance ministers would undermine Europe's monetary solidity.
Reynders said there was no desire in the Euro Group to impinge on the ECB's independence of decision, and he described the Bundesbank's comments as an error in a process of trial and error that naturally characterizes the new currency.
DidierReynders, the Belgian finance minister and president of the 12-nation eurogroup, signalled on Monday that European Union policy makers could take action to help business sectors hit by last week's terrorist attacks in the US.
However, Mr Reynders made clear that the pact's key requirement - that member states' budgets should close to balance or in surplus - should be monitored in cyclically adjusted terms, as agreed by EU heads of government at their June summit in Gothenburg, rather than in nominal terms.
Mr Reynders complained there is at present only limited scope to interpret the pact in light of changes in the economic cycle because the Commission and ECB have been unable to agree on the technical details of measuring cyclically adjustment.
