A dispatcher can mean different things (with related meanings).
In computer science, a dispatcher is a form of wrapper function, which performs very little processing itself, but which tests for a variety of cases and then calls one of a number of more substantive functions depending on the operation to be performed.
A dispatcher can also be a person who works at a central station, sends out personnel in response to inquiries from the public, usually through a telephone or radio, and coordinates communications, relaying messages as needed. An emergency or 911 dispatcher answers voice and TTY calls, and then dispatches the needed emergency services (typically police, firefighters, and ambulances).
An airline dispatcher is a person responsible for planning and monitoring the progress of a flight. In airline operations, both the pilot in command and the dispatcher are legally responsible for the safety of a flight. A dispatcher has the authority to delay, divert or cancel a flight at any time, and a flight cannot be released without the signature of both the pilot in command and the dispatcher. This improves the safety of the system by providing a form of check and balance. A dispatcher typically must be licensed by the aviation authority of a country. The examination for the licence requires the candidate to demonstrate extensive knowledge in meteorology and aviation, to a level that is comparable to that of a holder of an airline transport pilot licence.
