The memorial is located in downtown Jeffersonville, Ohio, in a park donated by the Village of Jeffersonville.
The idea to erect the memorial was conceived in November of 2002 by local veterans Eddie Halterman and Kurt Coil.
The chapel is an example of the Late Gothic Revival style favored for churches, chapels, and other religious buildings in Ohio from the turn of the century throughout the 1920's.
Dodds said a construction team from Bluefield, W.Va., had the gates fully installed last week, although they had some trouble with the electrical wiring that was still being worked out.
Dodds said the gate should help with Lucas Road, but there are plenty of other crossings that need safety lights and gates.
Ohio Rail Commission spokesman Stu Nicholson said crashes at crossing gates can be influenced by poor weather and the occasional malfunctioning gate, but the main cause is drivers who try to race the train, going around a crossing arm with flashing lights.
