Although Chris Lea was the nominal Green Party leader during the 1993 federal election, Francis was the party's chief spokesperson and ran its national campaign from his Ottawa home (Ottawa Citizen, 6 October 1993). He frequently spoke out against a recent change in federal law that increased mandatory candidate deposits from $200 to $1,000, arguing that the change was discriminatory against smaller parties.
