Plot

Retired government agent Jack Paul Quinn, played by Jean Claude Van Damme, is spending his days by the pool with his pregnant wife Katherine in southern France. A government representative approaches Quinn, asking for his assistance in a current case. The case involves an old enemy of Quinn's, the one that got away. International terrorist Stavros who was Quinn's last assignment (which he failed to complete) has resurfaced and the government is requesting Quinn's assistance as he has a greater knowledge of the terrorist. The lure of having a second chance at what he never finished, Quinn accepts the proposal with some reluctance to his wife's dismay. Quinn however assures her that there is little risk involved. Quinn is sent to Antwerp in Belgium where he meets with a rather quirky modern arms dealer, Yaz, played by Dennis Rodman. Quinn's strike team is assembled an amusement park in the area where they wait to intercept Stavros. Stavros on arrival greets his girlfriend and son, Quinn finds himself unable to shoot Stavros whilst his son is in the line of fire. The hesitation proves to be very costly as Quinn's team are fired upon and separated by Stavros' men. Stavros' son and girlfriend are shot dead in the confusion, he and Quinn chase each other and fight in an adjacent hospital where Quinn is knocked out and Stavros escapes, vowing revenege. Quinn wakes up in a bizarre hospital-like environment, called 'The Colony', where people who are too valuable to be killed but who are too dangerous to be set free are resigned to. It is an isolated location, kept secret from the rest of the world, where its occupants' knowledge is used as a last line of defence against world terrorism. The colony is reminiscent of a utopian society, except no one is allowed to leave. As far as the rest of the world is concerned, Quinn is dead. Not long after his arrival, Quinn finds evidence that Katherine is being targeted by Stavros as an act of revenge against the seemingly dead Quinn. Quinn, inspired by the love of his wife and forthcoming baby, escapes the island.


The only man Quinn has to go to is Yaz, who after a period of time offers his help to Quinn when he finds out that Quinn's wife along with the child is in danger. Stavros has lured Katherine to Rome where he plans to kill Katherine and raise the child as his own, since he blames Quinn for the death of his family.
