Campaign finance records show that land and real estate developers are Duncan's leading source of campaign funding. [[1]] In 1999, one year after reelection to his second four year term as County Executive, Duncan accepted $20,000 in campaign contributionsfrom offshore interests related to Republican lobbyist (and convicted felon) Jack Abramhoff. Just weeks later, Duncan made a favorable decision on renting Abramhoff's group unused public school buildings, over considerable community opposition. Duncan, who now says he is returning the money was also recently caught having his campaign staff paying and bussing a large group of poor Baltimore residents to disrupt an event in Montgomery County for Baltimore Mayor Martin O'Malley, Duncan's opponent in the race to become Maryland's next Democratic gubernatorial candidate.
