Development plan The master plan for the new Downsview Park was the subject of an international competition. Among the finalists were Foreign Office Architects, Brown and Storey, James Corner and Stan Allen, and Bruce Mau in conjunction with the Office for Metropolitan Architecture. In a surprising turn of events, the OMA competition won precisely not due to a traditional design but for presenting a systems for how the park would "work." Many have criticised PDP for the slow progress made on the actual development of Downsview Park. Since 1994, when Downsview ceased to be a Defence Forces Base, the park still remains closed off or unusable most of the year for the general public. The Hangar, a sports facility on the premises, does function as a community soprts centre. Currently, much of the park is rented to car dealerships for storage of cars and vehicles.
