The Treaty of Paris entered into force on 23 July1952, and unlike the Treaty establishing the European Community, provided for a limited duration of only 50 years. Therefore the ECSC ceased to exist in 23 July2002, and its responsibilities and assets were then assumed by the EC. (This assumption was provided for by a protocol to the Treaty of Nice. That the ECSC had ceased to exist before the provisions in the Nice treaty enter into force would have seemed to cause legal problems, but in practice no one seemed concerned.)
Presidents of the High Authority of the European Coal and Steel Community, 1952-1967
Pursuant to the terms of Article 55 of the EuropeanCoal and Steel Community (ECSC) Treaty, the Commission "shall promote technical and economic research relating to the production and increased use of coal and steel and to occupational safety in the coal and steel industries".
In addition, the Treaty establishing the European Community states in article 130f, that "the Community shall have the objective of strengthening the scientific and technological bases of Community industry and encouraging it to become more competitive at international level,...".
In order to fulfill the objectives stated in the ECSCtreaty, levies are raised on Community coal and steel products and uses part of these levies to finance coal and steel research programmes.
