The airline was established in November 2002 as Jetwin Cargo Airline and intended to start operations from Shenzhen in 2005 using Boeing 737 aircraft. It is owned by Orient Holdings Group (65%) and (Hong Kong company) East Pacific Holdings (35%). Jetwin Air Cargo changed its name to East Pacific Airlines in keeping with the name of one of its major owners, the East Pacific Group.
