The Eerste Kamer (literally First Chamber in Dutch) is the Upper House or Senate of the Netherlands parliament, the States-General. It was established in 1815 when the Netherlands and Belgium emerged as a single state at the end of the Napoleonic wars and continued after Belgian independence in 1830. If a bill has been passed in the Eerste Kamer (Senate), it is returned to the Queen who inserts her signature on the bill.
The procedure followed in the Tweede and Eerste Kamer for a bill submitted by a member of the house with the backing of others is basically the same.
Then the newly elected Tweede Kamer and the Eerste Kamer debate the proposed revision to the constitution, though they are not allowed to introduce any amendments at this stage.
