Congress has the authority to declare war and provide funding for soldiers and weapons, but the president serves as the commander-in-chief of the armed forces. Congress also acted to encourage the Western expansion of the United States by establishing a procedure for admitting new states to the Union and by moving Native Americans off much of the territory slated for new settlement. Congress agreed to his 1942 request to bolster the ranks of the armed forces by lowering the draft age, but resisted his subsequent calls to expand the draft.
