He first won election as Lieutenant Governor in 1944 by defeating Clayton Bunting, and served one term from January 16, 1945 to January 18, 1949. Following this he won election as Governor of Delaware in 1948 by defeating Hyland F. George, but only served one term from January 18, 1949 to January 20, 1953 as he lost his bid for re-election in 1952 to U.S. Representative J. Caleb Boggs. He lost an election for U.S. Senate in 1958 to incumbent Senator John J. Williams. However, in 1960 he won election to a second term as Governor by defeating former Lieutenant Governor John W.
