Italy elects on national level a legislature. The president is elected for a seven year term by an electoral college. Parliament (Parlamento) has two chambers. The Chamber of Deputies (Camera dei Deputati) has 630 members, elected for a five year term, 475 members in single-seat constituencies and 155 members by proportional representation. The Senate of the Republic (Senato della Repubblica) has 326 members, elected for a five year term, 232 members in single-seat constituencies, 83 members by proportional representation and 5 senators for life. Italy has a two-coalition system, which means that there are two dominant political coalitions, with extreme difficulty for anybody to achieve electoral success under the banner of any other party. Inside the system numerous parties operate and no one party often a chance of gaining power alone, and parties must work with each other to form coalition governments. After the decline and fall of the empire, Italy was divided into a number of large and small states, but it continued to occupy a place of leadership in commerce, on both land and sea, and in the arts.

Senate elections were held under a system in which three-quarters of the seats were filled in single-member constituencies, provided the winning candidate received at least sixty-five percent of the constituency vote; this requirement did not apply to the Valle d'Aosta Senate seat election, which was carried out by plurality voting.
In the election, held on April 21, 1996, the Olive Tree secured a narrow majority of seats in the Chamber of Deputies, and a somewhat larger majority in the Senate.
Chamber seats in Italy proper are subsequently distributed among twenty-six multi-member districts - the same districts used under the previous electoral system - following a set of complex procedures designed to insure that seats are filled in all districts without changing the nationwide distribution of seats or the apportionment of seats among districts.
