Identity theft (or identity fraud) is the deliberate assumption of another person's identity, usually to gain access to their finances or frame them for a crime.
While identity theft appears to cover the entire waterfront of bad acts done while pretending to be someone else, assuming a false identity with the knowledge and approval of the person being impersonated, such as for cheating on an exam, is not considered to be identity theft.
Identity fraud is often committed without identity theft, as in the case of relatives who have been granted access to personal records, or criminals who randomly generate credit card numbers for fraud without even knowing the name of the victim.
Identitycards, valid for a period of 10 years, are issued by the local Préfet, sous-préfet or mairie and are free of charge.
The cards may be used to verify identity and nationality and may also be used for travel within the European Union and certain other countries instead of a passport.
Similar to a credit card, it is likely that this will contain biometric fingerpring and photograph data on a chip (also recorded on a central database), will have to be paid for, and will be compulsory.
