Major General Eli Zeira was director of Aman, Israel's military intelligence, during the 1973 Yom Kippur War. He is most remembered for his ill-conceived prewar assessment that Egypt and Syria would not attack, despite overwhelming intelligence to the contrary (a.k.a "The Conception"). The postwar Agranat Commission, set to investigate the reasons for the bloody war, found Zeira to be negligent of his duty, and he resigned. Zeira's thesis is that the agent had provided reliable information for years in order to enhance his credibility, and then came the `sting,' in which he very belatedly tipped off Israeli intelligence about the exact timing of the war.
In conversation, Zeira confirmed that he had met with Bregman several years ago for the purpose of preparing a film for the BBC, but vehemently denied that it was he who revealed the name of the agent, or that he had even hinted at his identity.
Zeira is not opposed to the establishment of a commission of inquiry that would investigate who was to blame for the leak.

Zeira noted The Source's two earlier false reports of war, and the fact that his final warning, on the eve of Yom Kippur, left insufficient time, in the Egyptian view, for the IDF to mobilize.
Zeira's critics say his double-agent theory is a transparent attempt to shift blame from himself to the Mossad, which "ran" The Source and certified his legitimacy.
