The naturalization affair

The city of Emmen went in the international headlines when it revealed, in the year 2001 their citizenship rules. Like all Swiss cities, the people of Emmen have the right to vote if somebody should get the citicenship. In small villages this is the comon way of handling that issue. In bigger villages, this work is done by a comission. In Emmen this comission did for several years not really a good job and gave the citicenship to whoever fulfilled the (it has to be said, quite strong) requisites to get the swiss passport. The People of Emmen were very dissatisfied with them and they took the referendum against and decided they want to decide themselve about if somebody should get the citicenship or not. From then on the People of Emmen were able to decide themselve about that issue. Unforfunately in the first vote, the People of Emmen decided agains about 20 peolpe from Yugoslavia and gave the citicenship to two Portugueses and a Polish guy. This was credited by the international press as a act of Racism and People who never heard about Emmen or something related made up an Opinion about that issue. In fact this was a call for better politics about handling the issu of Yugoslavian immigrants, as Emmen has the highest percentage of Yugoslav and Albanian Imigrants in Switzerland (about 25 to 30%). Nevertheless, general politics and Human rights campaigners said it is was degrading to people and it was racist as the system discriminated against this people from getting citizenship. Now we are back to old System with the comission, with the difference that the People of Emmen can choose which people sit in this comision. So at least the whole trouble was not absolutely useless and the people will hopefully be satisfied with this system -es A headline is text at the top of a newspaper article, indicating the nature of the article below it. ...
