"Emperor" Pilaf is a fictional character in the Dragonball manga and anime in which he appears as a major antagonist. He is a small, impish demi-human who craves nothing more than power and dreams of ruling the world. He is an emperor in that he has a crown and a castle. Mai is Emperor Pilaf's female half-wit follower. She always works with Shū and although she's quite intelligent (even more so in FUNimation's dub), the two of them always manage to screw stuff up. She's a beautiful, calculating enemy who always resorts to weaponry and high-tech.

Known as Shao/Chow in the 1995 English Dub. Emperor Pilaf's ninja crony who apparently is a human dog. He and Mai usually work together to carry out the work of their vertically-challenged and short tempered Emperor. He's one of the first villains in the Dragon Ball series, but perhaps villain is too strong a word. Like anything involving Pilaf, he's almost comic relief.
