Incorporated only some time after the foundation of the province, it had a special statute that combined Castilian and Navarrese rights. It extends from its eastern boundaries of the river Nervion and the Estuary of Bilbao to the west, and south to the mountains that form the southern border with Cantabria and Castile-Leon.
