The Act directs that the division of the province into electoraldistricts shall proceed on the basis that the population of each electoraldistrict shall, as close as reasonably possible, correspond to the electoral quota of 69,924.
The Commission is required to consider the community of interest or community of identity in or the historical pattern of an electoraldistrict and the manageable geographic size of districts in sparsely populated, rural or northern regions of the province.
The remaining two electoraldistricts that were previously mixed are redistributed as rural electoraldistricts for populations in rural areas and small communities.
