From 1982 until his appointment to a federal judgeship in 1986, he held several positions, including general counsel of the United States Air Force, general counsel to the Director of the National Reconnaissance Office, and (from 1984 to 1986]] was Governor of Wake Island, a U.S. overseas possession.
