The European Social Fund (ESF) is the oldest of the European Structural Funds that provide grants to support economic development within the European Union. The ESF was created by the Treaty of Rome in 1957 and became operational in 1960. Its purpose is to increase employment, especially through funding vocational training.

The ESF provides grants for running costs. Unlike the European Regional Development Fund (ERDF), it does not provide capital grants for infrastructure. If there is a need for a new vocational training centre, the ERDF would be able to provide a capital grant to assist with construction costs and the ESF could provide a grant towards the running costs. Funded by the 'Leonardo' strand of the Social European Fund, it is the result of a partnership by the Refugee Education and Training Advisory Service (RETAS) from the UK, France Terre d' Asile (FTD) from France, the University Assistance Fund (UAF) from the Netherlands and Organizace pro Pomoc Uprchlikum (OPU) from the Czech Republic.
The European Commission, DG Justice and Home Affairs, has commissioned an independent evaluation of the 261 reception, repatriation and integration pilot-projects which have been co-financed by the EU in 1998 and 1999 (Budget Lines B3-4113, B5-803 and B7-6008).
The aim of this ECRE project is to produce a considerable body of research and analysis on the reception and integration of refugees, taking into account the current social and political debate as well as share new policies and practices from both within and outside the European Union with governmental and non-governmental actors.
