Initially conceived as the process by which the political and buraucratic élites of the member-states of the European Union become more pro-European by virtue of their frequent interactions with European institutions and the élites of the other member-states. It works because of the mutually beneficial, almost symbiotic relationship between the national élites and elites of the European institutions, with close co-operation between the two being the most beneficial to each group's individual power-interests. Comitology is one of the most significant of the areas which contribute towards this tendency, and Game theory is possibly the most fruitful way to conceive of and understand this process.
