The Eurovision Song Contest 1997 was the 42nd Eurovision Song Contest and was held on May 3, 1997 in Dublin. The presenters were Ronan Keating and Carrie Crowley. Katrina and the Waves, representing the United Kingdom, were the winners of this Eurovision with the song Love Shine a Light. The track scored an unprecedented 227 points; it received points from all participating countries, including five sets of 10 points and a record-breaking ten sets of the maximum 12 points. This record was equalled by Greece when Elena Paparizou won the 2005 event. Her song My Number One scored a winning total of 230 points, three points more than Katrina and the Waves did, albeit with far more countries voting (39 compared to 1997's 25). Thus, Love Shine a Light is still regarded as one of the most successful Eurovision winners ever,[1] as signified in Athens at the 2006 contest when it was the closing song of the medley of past Eurovision winners, performed at the opening of the semi-final. Voting structure

Each country had a jury that awarded 12, 10, 8, 7, 6, 5, 4, 3, 2, 1 points for their top ten songs, or a televote, where the top ten most voted for songs were awarded the 12, 10, 8, 7, 6, 5, 4, 3, 2, 1 points.


The following countries were awarded 12 points:

Israel declined to participate as the Contest was held on its Holocaust Remembrance Day, granting a reprieve to Bosnia-Herzegovina which would otherwise have been excluded due to its low point average over the last four years. RTÉ almost ended up bankrupt due to the high costs of staging its fourth contest in five years, which was no surprise, considering the giant modern stage built for the event. This year televoting was introduced in the United Kingdom, Sweden, Austria, Switzerland and Germany. It was interesting to see that Iceland got all of its 18 points from these 5 countries. Ireland was ostensibly the best scoring country across the televoting countries, except they were able to score points from all 5 televoting countries. The United Kingdom was only eligible to receive points from 4 of them, since they couldn't vote for themselves. In fact, the UK received 12 points from all the other televoting countries except Germany, from whom they received 10 points: in other words, the UK earned 46 of 48 possible televote points that year; Ireland earned 47 of 60 possible televote points—including 12 from the UK. The rules of the first contest allowed the participants to enter a maximum of two songs each, and it was strongly recommended that the songs be selected at a national final involving the participation of the public, to render the contest as popular as possible.
The jury was to judge the contest from a small television screen and each jury member awarded a mark for each song, ranging from 1 to 10 in ascending order of merit, on a paper provided for the purpose.
The song obtaining the most points was awarded the “1956 Grand Prix of the Eurovision Song Contest”.

The purpose of this Contest is to stimulate the output of original songs of high quality in the field of popular music, by encouraging competition among authors and composers through the international comparison of their works.
The songs must be announced as entries of the 1997 Eurovision Song Contest, and in each case the names of the organisation and country entering the song must be given.
2. The members which were not admitted in 1997 but have announced their desire to participate in 1998 have to broadcast the 1997 Contest and therefore are obliged to pay a participation fee corresponding to 50% of what their fee would have been in case of participation of the 1997 Contest.
