In the autumn of 1919, the verdict to punish the executors of the Armenian Genocide was decided by the Ninth World Congress of the ARF. Bucharest Conference was the main platform for the planning to implementation of the process. Tenth World Congress put everything in motion. It was duped as "Special Operation". Whole process was implemented with coordination. Central Committees of America financially funded the process, Constantinople provided manpower and Europe branches gave the logistic support.
