The council are currently bidding for the city to become an Independent Unitary Authority within Devon, much like neighbouring Plymouth and Torbay. An outline case was submitted to the Secretary of State for Communities and Local Government in May 2006. If successful, a new unitary city council could be up and running in Exeter by April 2009. A unitary authority is a type of local authority, which has a single tier and is responsible for all local government functions within its area. ...
