An Extraterritorial Office of Exchange (ETOE) is a commercially-oriented post office branch, established in a country other than its parent country. Their use has typically been subject to rules governed by the Universal Postal Union. In 2001 and onward, policy developments precluded their use in host countries without having gone through customs as commercial shipments, and are not delivered as postal freight.
