All clubs participating in the old league were invited to apply for inclusion in the new Premiership with the top twelve, as selected by an Independent Assessment Group, being handed a spot in the Premier Division. A remaining 10 were to be placed in the First Division. So far, 8 teams have been placed in the First Division. Another two remain to be chosen.
