 | FRETILIN will set up a social service to assist the most vulnerable social groups within our society, in particular, children, the elderly, the handicapped, the mutilated, demobilised FALINTIL guerrilla fighters and their families and all other economically underprivileged social groups, to assist them in finding the most dignified ways and means of overcoming their problems. |
 | FRETILIN will develop a policy of technical and scientific co-operation to ensure that the University of East Timor is adequately manned and technically equipped; its standards must be raised and, eventually, it will be the recipient and producer of knowledge and science; in short, an institution in permanent search of excellence. |
