Fathi Arafat (January 11, 1933 - December 1, 2004), born in Cairo, was a Palestinian physician and the founder and long-term chairman of the Palestine Red Crescent Society. He studied medicine at Cairo University from 1950 until 1957 and thereafter practiced as a pediatrician in Cairo, Kuwait and Jordan. Arafat's long personal and political survival was taken by most Western commentators as a sign of his mastery of asymmetric warfare and his skill as a tactician, given the extremely dangerous nature of politics of the Middle East and the frequency of assassinations.
Arafat's ability to adapt to new tactical and political situations, was perhaps exemplified by the rise of the Hamas and Palestinian Islamic Jihad organizations, Islamist groups espousing rejectionist opposition to Israel and employing new tactics such as suicide bombing, often intentionally targeting non-military targets, such as malls and movie theaters, to increase the psychological damage.
