The Fels Institute of Government was founded in 1937 at the University of Pennsylvania. Its primary benefactor was Philadelphia philanthropist Samuel Fels of the Fels Naptha Soap Company and the Institute is housed in the Fels Mansion on the west of the Penn campus.
